Description
### Description
I've been having an issue where Android Auto will automatically pause podcasts if the next one is downloaded, however the setting "Warn Before using Data" says that it should ignore it.
### Step-by-step reproduction instructions
1. Play a downloaded episode
2. Select "Play next" for a non-downloaded episode
3. Listen through the downloaded episode on an Android Auto device
4. When the downloaded episode ends, the next episode will pause at 00:00.
5. There will be a notification explaining why this happened, but only on my phone, which I am not checking due to me driving.
What I am expecting is:
4. When the downloaded episode ends, the undownloaded episode automatically plays.
5. No notification.

Research direction
Start by reproducing the Android Auto playback flow: play a downloaded episode, queue a non-downloaded episode, and verify the behavior when the first ends with “Warn Before using Data” enabled. Trace the Android Auto playback and notification handling involved; done means the queued episode plays automatically without a phone notification.
