### Description

A user has reported an issue with reordering their 'Up Next' queue. When dragging an episode from the bottom of a long list to the top, and then attempting to position it slightly lower from the top, the entire list view uncontrollably scrolls back to the bottom. The user described it as happening so fast they "don't even have \[the\] chance to react."

This issue was reported by a user in 9935754-zd-a8c.

### Step-by-step reproduction instructions

1. Populate the 'Up Next' queue with a long list of episodes (e.g., 50+).
2. Tap and hold an episode from near the bottom of the list.
3. Drag the episode all the way to the top of the queue, causing the list to scroll up.
4. Once the episode is at the top, attempt to drag it slightly down to place it in a lower position.
5. Observe the list's scrolling behavior.
