Playback: Audio resumes after phone call when widget is on pause

### Description

After placing a podcast on pause using the controls in a Widget, then making a phone call and ending the call, the podcast should remained paused. However, the podcast resumes playback.

### Step-by-step reproduction instructions

1. Pause a downloaded podcast using the controls in a Widget
2. Make a phone call
3. End the phone call
4. Podcast resumes automatically instead of staying paused

Reproduce the issue using the listed steps on a Pixel 9 running Android 15, then trace the widget pause state through the phone-call interruption and playback-resume flow. The fix is complete when ending a call no longer resumes a podcast that was paused from the widget; add or update a regression test if the project has coverage for this flow.
