Description
### Description
When moving episodes using the drag handles on the up next list, sometimes the speed that the episode is moving will increase to the point where it is very difficult to drop at the right location. This seems to happen more when there is a long list (over 30 episodes), dragging an episode from the bottom upwards and then trying to move it back down.
This sounds similar to the description on the podcast list in #3548
### Step-by-step reproduction instructions
1. Open Up Next and scroll to the bottom of your episodes
2. Using the drag handle, move the bottom episode up "off the top of the screen" until the episode list has to scroll
3. Pause and then try to move the episode back down, notice the list scroll as a much faster rate than on the way up

Research direction
Start by reproducing the issue in the Up Next episode list with more than 30 episodes, following the described drag sequence from the bottom upward and back down. Trace the drag-handle reordering and list auto-scroll entry points used by Up Next. Done means the list scrolls at a consistent, controllable rate in both directions and the reproduction steps no longer show accelerated scrolling.
