### Description

While fixing an accessibility issue in the player, I noticed it wasn't possible to rearrange the action. It would be good to switch the drag handles out for an up and down arrow when in Talkback mode, similar to the following:

Maybe this can be part of the rewrite to Jetpack Compose.

### Step-by-step reproduction instructions

1. Enable Talkback
2. Open the full screen player
3. Tap the more actions button
4. Tap the edit button

You will notice it's not possible to rearrange the actions.
