Description

### Description

When you are on an Airplane and connect to the very limited WiFi offerings they have, Pocket Casts tries to connect but since it fails, you have a looping issue occur. It would be nice if we could ensure that downloaded episodes work properly in these situations

The workaround I personally found was to close the app, enable airplane mode and then re-open Pocket Casts

### Step-by-step reproduction instructions

1. Use a WiFi network that is very restricted (maybe one that just has Instant Messaging enabled)
2. Open Pocket Casts and notice it will attempt to connect
3. Trying to play even downloaded episodes is glitchy

### Screenshots or screen recording

### Device, Operating system, and Pocket Casts app version

v 7.55 (9185)

On my end, I was able to replicate it too, using a Galaxy Fold 4, using Android 13

Research direction

No files, tests, or entry points are named. Reproduce the issue on a restricted WiFi network with downloaded episodes, then trace the Android app's connectivity and playback handling; done means downloaded episodes play without the connection loop in this situation.
