Description

### What

Add a bit of branding of any sort to the Page Optimize settings page to help indicate the page is powered by an Automattic plugin.

### Why

The Settings > Performance page that's added to a site by the Page Optimize plugin is unbranded, and it is fairly hard to tell it stems from the "Page Optimize" plugin.

### How

I think Automattic's Crowdsignal (Settings > Crowdsignal) page is a great example of slight adjustments that can be made to brand the dashboard page and make it clear what powers it:
