Search By User Creates Infinite Loop

Search "All" has no issues, but I'm finding that if I search by User, that users videos are loaded multiple times in a loop that never ends. If you search by user, the videos in that panel cannot be inserted into a post. The video here illustrates what I mean:

Reproduce the issue from the WordPress Add Media screen by searching All and then searching by User, observing repeated video loads and trying to insert a video into a post. Trace the Search by User results panel and its insertion flow; done means results load once and a video can be inserted into a post.
