Is there a reason for the shutdown timeout to be only 1.6s?

Hi,
Currently the timeout period for witch projects are allowed to continue to run after a shutdown request request is only 1.6s (1600ms).
Any particular reason for this?
Can we change the default timeout from 1600ms to a few minutes?
p.s I'm aware that I can manually set a a different timeout.
