[Contact Form] - Quotations breaks contact form options

#### Steps to reproduce the issue

1. Create a new form
2. Select multiple choice options
3. As one of the options, use two set of quotations. For example: "Test" OR "Test" test.
4. Update the form
5. You'll see the form removes the added options

#### What I expected

The form to update with the options I added.

#### What happened instead

The form removes all options for that specific additional question.

No file, test, or entry point is named in the issue. Reproduce the form update with a multiple-choice option containing two quoted sets, then trace where those options are processed; done means the quoted option remains after updating the form.
