Description
#### Steps to reproduce the issue
* Enable `Jetpack > Settings > Enable the WordPress.com Toolbar`
* Make your screen size smaller than 782px
* See that the hamburger menu displays inside the content
#### What I expected
* For the menu to stay inside the admin bar like the normal wp-admin menu bar does.
