Description

We've been using these terms all over the place:
- Jetpack Monitor
- Uptime Monitor
- Downtime Monitor

Name update [in Calypso](https://github.com/Automattic/wp-calypso/pull/23729) and [in Jetpack](https://github.com/Automattic/jetpack/pull/9084).

Email is a bit different in that it should be clear where it's coming from, so keeping `[Jetpack Monitor]` in the subject still makes sense. Folks might have it their email client filters as well so better not to touch it.
