Sitemaps: Jetpack Portfolio Posts not added to Sitemap

Description
In #3201 we added support for the Portfolio CPT to our sitemaps.
Yet if you follow the instructions below, no portfolio projects appear in the sitemap:
1. Go to Jetpack > Settings and enable both Sitemaps and Portfolios.
2. Go to Portfolio > Add New
3. Publish a new project
4. That project won't appear in the sitemap.
Yet posts from other whitelisted Post Types do appear in my tests. The issue seems limited to Portfolios (and maybe our Testimonials, I have not tested).

Research direction
Reproduce the issue using the listed Jetpack Settings and Portfolio steps, then compare how Portfolio posts are handled with other whitelisted post types in sitemap generation. Done means a newly published Portfolio project appears in the sitemap; also check whether Testimonials show the same behavior.
