#### Steps to reproduce the issue
I have my WP.com account set to French. I just received a partially translated email about a status issue with one of my site:

#### What I expected
Everything to be in French.
#### What happened instead
The reported error is in English, and so is the footer.
Both strings are currently translated in GP:
