Description

When editing a form the `Cancel` and `Update Form` buttons are at the very bottom, but the edit and remove actions are always available at the top of the editor window if you are scrolled (or the top of the shortcode view when not scrolled).

I've noticed people unaware that they've not clicked the save button on the shortcode view editor in Jp, but instead just hit the update post button in the editor thinking that will be enough.

Especially when editing a form element near the top, if your form has more than 2 or 3 elements, this usually involves scrolling to be able to save or discard changes, would it be beneficial to introduce these buttons to the top-float area with the edit button when in edit mode?

Research direction

Start at the Contact Form shortcode view editor and inspect how the top-float action area and edit mode are rendered. Compare the existing bottom Cancel and Update Form actions, then verify that equivalent save and discard actions remain available at the top while editing and work without relying on the post update button.
