Feedback: Add "Not Spam" to the Bulk Actions dropdown when viewing spammed Feedback posts

When viewing the list of "All" Feedback posts, "Mark as Spam" is one of the options available in the Bulk Actions dropdown. However, when viewing the list of posts that are already marked as "Spam", there is no equivalent Bulk Action for un-spamming. There is only the "Not Spam" link beneath each message, which is hidden unless you hover over the message with your mouse cursor. This can cause confusion and bad UX for people used to using the checkboxes and Bulk Actions dropdown for post management.
