SSO settings should prompt non-connected user to connect to WordPress.com

Currently a non-connected admin user has the ability to modify most of Jetpack's settings. There are a few exceptions like Post by Email because the user needs to be connected. SSO is not one of these. A non-connected user can turn on or off SSO (which is fine). The strange part of the experience is the lack of a 'Connect your user account to WordPress.com' prompt connected to that card.


I'd suggest we either include something like this:


Inviting the non-connected user to connect and use SSO to log in.

OR we could cover the settings screen with the connection banner (or a variation of it) when the non-connected user toggles SSO on:


The content would need to be modified to cater specifically to a single user connection, but you get the idea.

No files, tests, or entry points are named. Start by locating Jetpack's SSO settings card and the existing user-connection banner, then review how non-connected administrators currently toggle SSO. The issue needs a product decision between an inline connection prompt and a banner shown after enabling SSO; done means the selected flow clearly invites the user to connect and use SSO.
