Description
To reproduce:
* Be a non-connected admin user
* Navigate to Jetpack settings/traffic
* Click on 'view your earnings'
* WordPress.com login prompt with a redirect to /ads/earnings/site which will (I assume) fail because the user is not yet connected
We need to swap that link with a "Connect your user account to WordPress.com to view your earnings" message.
