Research direction
Start by reproducing the listed steps on a WordPress Multisite installation with Jetpack's WordPress.com toolbar enabled, then trace the toolbar's handling of Network Admin and local site switching. Done means local network management and switching work alongside WordPress.com and Jetpack-connected sites.
