Description

#### Steps to reproduce the issue

1. Install Jetpack on a Multisite install
2. Enable the WordPress.com toolbar
3. Try to go to "Network Admin" or switch local sites:

#### What I expected

I expected to be able to manage the "local" network and switch between sites.

#### What happened instead

I was only able to manage my WordPress.com and Jetpack connected sited and switch between them.
