Description
#### Steps to reproduce the issue
1. Starting with a brand new self-hosted site.
2. Connect Jetpack to WordPress.com and purchase a Personal plan.
3. Navigate the options screen a bit.
4. On Jetpack > Dashboard, the Backups section looks like this:
That doesn't seem accurate, I didn't have Jetpack on that site 2 hours ago. Here is what the VaultPress dashboard shows:
