Description

#### Steps to reproduce the issue
1. Start from a site where Jetpack is connected and the SSO module is active.
2. Go to Settings > General
3. Check the box to allow everyone to register.
4. In an incognito window, open your site's log in form. No Register link appears:

1. Disable the SSO module. The Register link appears.
