Description

#### Steps to reproduce the issue
- Add a shared Publicize connection.
- Switch to an author account
- Add a post
- Under Publicize, click Edit Details
#### What I expected

I should be able to toggle the Publicize settings by clicking the checkboxes.
#### What happened instead

The checkboxes are disabled:

Reproduce the issue by creating a shared Publicize connection, switching to an author account, and opening a post's Publicize > Edit Details controls. Trace the checkbox rendering and permission handling from that screen; done means authors can toggle the Publicize settings instead of seeing disabled checkboxes.
