Serve assets for all plugins that are in .org repo

### How

I would love to see the asset cdn feature support loading all assets for any plugin that happens to be in the wordpress.org repo. This can improve speed and performance quite a bit for sites. The plugin would get plugins list and cross-check against the .org repo, then make sure those files are available and if so load them from the cdn.

It would also need the ability to disable for any specific plugin, and hooks to skip specific files as well.
