Description

### Impacted plugin

Jetpack

### What

Add the option to add links to the text, useful to point to a privacy policy page

### How

Either by enabling the Link option similar to a paragraph block, or by offering the option to input the link under the "Permission to email" in the sidebar (but that may be less ideal).
There is a workaround that allows to do that now: copy a linked text from a paragraph block to the Terms Consent Block, but I've seen a case where that ended up showing HTML code in the front end.

From this case: [9804637-zd-a8c](https://www.google.com/url?q=9804637-zd-a8c&sa=D&source=calendar&ust=1748561578087261&usg=AOvVaw1t_SU-SDtKQMJO_ixKYEkc)

Research direction

Start by locating the Jetpack Terms Consent Block and its sidebar controls, then compare how the paragraph block handles linked text. Reproduce the copy-and-paste workaround and verify that the Terms Consent Block renders a clickable link on the frontend without exposing HTML. Done means users can add a privacy-policy link through a defined block or sidebar option.
