Review call-to-action to close the Safe Mode notice
### How
To close the Safe Mode notice, users need to click on the underline text `Safe Mode`.
IMHO, this is a UX issue, as I would expect a hyperlink for the underline text rather than a call-to-action for it. I think we might make it look like a button or something like that.
Otherwise, users might be confused and take one of two visible buttons for other actions while they really just want to close the Safe Mode notice.
