VideoPress > Backend: Create intent and tasklist for the Video Upload goal - with existing tasks

The taskl that we show on the /home tasklist comes from the backend.

We need to create the Video Upload goal intent following the approach in this PR - https://github.com/Automattic/jetpack/pull/41158/files

and this one -

The goal of this task isn't to implement the new tasks. It'll just create the right place in the backend to add the new tasks. So as the tasks, just select the ones that already exist from this PT - pdxWSz-270-p2

The intent name should be the the same used in here - https://github.com/Automattic/wp-calypso/issues/100518

Start by reviewing the approach in PR 41158 and the referenced wpcom files, then check the intent name in Calypso issue 100518 and the existing tasks in PT pdxWSz-270-p2. Done means the backend has a Video Upload goal intent in the appropriate place, using the existing tasks without implementing new ones.
