Description

### Impacted plugin

Jetpack

### Quick summary

When Likes are added with the Jetpack Like block in the Template (FSE Editor) the _New like!_ notification is not sent.

reported in 9414882-zen

### Steps to reproduce

1. Activate an FSE theme (like Twenty Twenty-Four)
3. Add **Like** button to the post template
5. Open a published post and click the Like button

What happens - the _New like!_ email is not sent.

Note that on the same site the _New like!_ emails are sent when Likes are activated via **Jetpack > Settings > Sharing Like buttons**.

I suspect that the problem may be related with the **Email me whenever** not showing **Someone likes one of my posts** when Likes are NOT activated via Jetpack > Settings > Sharing Like buttons

Research direction

Reproduce the issue with the Jetpack Like block in an FSE post template, then compare it with Likes enabled through Jetpack > Settings > Sharing > Like buttons. Trace how the “Someone likes one of my posts” setting and the “New like!” email are connected; done means template-added Likes send the same notification as globally enabled Likes.
