Jetpack AI: Persist thumbs up/down rating in Write Brief

Currently you can get a suggestion from Write Brief, click thumbs up or down, and then close the popover. Once you go back to the highlighted text the popover will re-appear with the same suggestion, however the rating will not be persisted and you can re-rate the AI again.

The issue names the Write Brief suggestion popover and its thumbs-up/down controls; start by tracing where the suggestion and rating state are handled when highlighted text is reopened. Done means reopening the popover preserves the prior rating and prevents rating the same AI suggestion again.
