### What

Jetpack setting changes (especially enabling/disabling modules) should be logged in the Activity Log

### How

I tested with Stats and it didn't make an Activity Log entry, but it did when I disabled Carousel.

This came up in 9199640-zen with Stats module being toggled on and off
