Description
### Steps to Reproduce
1. Create a new page on a site with a paid plan
2. Add the Premium Content block on the page
3. Publish the page and check on the live site
### What I expected to happen
For the block to be hidden on the site, since you didn't finish setting it up (connecting Stripe, creating and selecting payment plans).
### What actually happened
It shows the visitor/subscriber view and a warning _"Connect to Stripe to use this block on your site."_:

It seems at some point it was working as expected, and asking to set up Stripe first to use the block, as [it shows in our support doc here](https://wordpress.com/support/wordpress-editor/blocks/premium-content-block/#setup).

### Context
Found this odd _"Connect to Stripe to use this block on your site."_ message on a user's site.
### Operating System

### Browser

### Reproducibility

Research direction
Reproduce the listed steps for a Simple site and compare the live-site behavior with the setup guidance in the linked Premium Content block support document. Done means an unconfigured block is hidden on the live site until Stripe is connected and payment plans are created and selected.
