External Media: remove "Select image" block control and extend Add image block toolbar with Jetpack options

With Jetpack installed, the image block has both "Add image" and "Select Image". These prompts are nearly identical yet have different experiences with "Select Image" offering additional options. In my mind, we should remove the "select image" and extend the "add image" option to include the additional Jetpack powered items:


The issue names no files or tests. First reproduce the image block with Jetpack installed and compare the “Add image” and “Select Image” controls shown in the attached screenshots; done means the separate “Select Image” control is gone and the “Add image” toolbar includes the additional Jetpack-powered options.
