Description
Initial wireframes for what could be the Newsletter dashboard (standalone plugin).
This is a continuation of the work done here: p1HpG7-sjd-p2, and related to Jetstream.
### Considerations
1. Reuse as much as possible from other Jetpack interfaces
2. This should be an MVP that we can test to gather more data
