Donations Block: Missing prompt to connect to Stripe when adding block

I added the Donations Form block and nothing shows up, nothing in the Editor nor in the public page:

Workaround: Go to Tools > Monetize and connect a Stripe account. Once it's connected, any preexisting Donations Form blocks as well as future Donations Form blocks will show up.

Reproduce the issue by adding the Donations Form block on a site without a connected Stripe account, then compare it with the connected flow described in the linked support documentation. Start at the Donations Form block and the Tools > Monetize connection flow; done means the editor shows a Stripe connection prompt and the public page no longer renders a blank space.
