Unclear wording for Jetpack VideoPress toggle in Jetpack dashboard
### How
On more than one occasion, I've seen where a user thinks this is an error, and don't understand that what it is saying to them is that they are not allowed to turn this on or off, but that it is on. I think the wording needs to be clarified. I don't have any suggestions, though.
