### What

Make it more obvious that a payment button does not have a payment plan selected.

### How

Right now, the payment buttons' toolbar looks like this, when a plan is not added:

If it's the user's first time setting up that button, they wouldn't know that their payment button wouldn't work until they viewed the live site, or hovered over that plan button in the toolbar, which is quite subtle considering how important it is for the block to function.

When a payment plan that is used on a block is deleted, we show much clearer indication that action is needed:

Perhaps we can do something similar when the block simply has no plan selected?
