Ads: changes to ad settings in Jetpack Admin page are not immediately reflected to Calypso

### Quick summary

The ad settings in Jetpack > Settings > Earn can also be found in Tools > Earn > Settings in Calypso. However, when making changes to the settings in one place, the changes are not immediately visible in the other.

### Steps to reproduce

1. Go to Jetpack > Settings > Earn
2. Enable ads
3. Toggle some of the settings, like Posts and Pages
4. Click on "View your earnings" below the settings to be redirected to Calypso.
5. Click on the Settings tab there.
6. You'll find that your recent setting changes do not appear there.
