Jetpack: support / extend Command Palette

Core will introduce a new command palette in WordPress 6.3.

A new package, `@wordpress/commands`, will now become available:

It will allow registering custom commands to be displayed in the command palette:

Should we consider adding such commands as part of the Jetpack plugin or some of our standalone plugins? If so, which ones?
