Description

### Impacted plugin

Boost

### What

Should be easier for users to know how to use the excludes.

- Quick n dirty version: we could include better inline instructions for understanding what to enter.
- Better version: offer users a tool to enter a URL to find scripts/styles they might want to add to the exclusion list.

### How

Not sure yet. This was brought to our attention by a JPOP HE here - p1686339603573519-slack-C016BBAFHHS.

Research direction

The issue points to the Boost exclude CSS/JS UI but names no files, tests, or entry points. Start by locating that UI and clarify whether the goal is better inline instructions or a URL-based tool; done means users can understand what to enter and successfully manage exclusions.
