Description

As pointed out in #30247, the menu is disabled when the user doesn't have the plan.

We should update the logic to match this scenario and move this logic out of the `ProductCard` component.

Research direction

Start at the ProductCard component and review the menu visibility scenario described in #30247. Confirm the menu is disabled when the user lacks the plan, then verify that this visibility logic is moved out of ProductCard.
