My Jetpack: Implement VideoPress actions menu

Considering that the rich product cards now support an "Actions menu", added by #29676, implement the Actions menu for the VideoPress enriched card.

The options being considered so far are:

* upload a video; this would be handled by the initial screen of the VideoPress dashboard; @dhasilva suggested adding some parameter to the rotue so we detect the intent and open the file selector window right after the user lands on the screen
* manage VideoPress; this also would be handled by the VideoPress dashboard screen
* actions related to the status of the product: Install Plugin; Upgrade; etc

Review the rich product card Actions menu introduced by #29676 and the VideoPress dashboard entry point first. Confirm how the dashboard can receive upload intent, then map the proposed upload, manage, and product-status options into the VideoPress card. Done means the card exposes the appropriate actions and each option reaches its intended dashboard or product flow.
