Description

### Impacted plugin

Jetpack

### Quick summary

Currently, the border colour option applies to both the field and the button, and it's not very useful because of it. There should be two options, one for Button Border, and Field Border.

### Steps to reproduce

1. Add a subscriptions block
2. Try change the border colour

Research direction

Start by reproducing the issue in a Jetpack Subscriptions block and locate the existing border-colour control and its field and button styling. Separate the control into Button Border and Field Border options, then verify that changing each option affects only its corresponding element.
