Description

As a follow up from #29169, we need to disable the video privacy toggle on the `Jetpack > Settings > Performance > Media` section when the the site is WoA and is private, because this option does not affect the video default privacy on this scenario (for private WoA sites, the default is always private):

We also need to inform the user why the toggle is disabled, the same way we did on the `Jetpack > VideoPress` dashboard Settings section:
