Description
Whenever a video is uploaded from the local library, even if the video is deleted then from VideoPress, the Upload video option remains disabled.
As an example, both greyed out local files here were deleted from VideoPress:

Reproduce the issue by uploading a video from the local library, deleting it from VideoPress, and checking the greyed-out files shown in the attached image. Trace the UI state controlling the Upload video option; done means a locally uploaded video can be uploaded again after it has been deleted from VideoPress.
