Description
Some events in the Activity Log are anonymous. i.e. there is no info about which user performed them and what their role on the site is.
#### Steps to reproduce
1. Open the Activity Log for a site for e.g. at https://wordpress.com/stats/activity/oikotimes.com?page=3
#### What I expected
Every action should have its actors name at least and an optional role.
#### What happened instead
I just see this message:
> Allowed anonymous comments
> Setting changed
#### Screenshot / Video

There are also other types of anonymous actions for the following two activities:
> Portfolio projects enabled for this site.
