[Bug]: Pay with Paypal: Layout issue in Customizer

Reproduce the issue with a non-FSE theme by opening Appearance > Customize > Widgets and adding the Pay with Paypal block. Inspect the block's Customizer layout at the narrow sidebar width; done means the block is easy to edit without the sidebar making its controls difficult to manage.
