Search: in Record Meter, magnify records if there's a big discrepancy between current records and record limit (e.g. 10 records, 100k limit)

In the event that a user has a very small number of indexed records but a very high record limit (e.g. for Jetpack Complete), it is not possible to see or interact with the existing records:

We should ensure that each segment on the chart is a minimum length.

The issue does not name a file, test, or entry point. Locate the Record Meter chart implementation and inspect how record counts and limits determine segment sizes; done means very small record counts remain visible and interactive even with a much larger limit.
