Description

### Impacted plugin

Jetpack

### Steps to Reproduce

When you add a VideoPress video, publish it, and then go to change the privacy setting, changing the setting doesn't let you Update the post - you have to make another change to the post to trigger the option for the button to be pressable.

Surfaced during internal testing: p8oabR-QB-p2#comment-6212

Research direction

Start from the Jetpack VideoPress privacy-setting control and the post update-state handling described in the reproduction steps. Reproduce the issue in Firefox by publishing a VideoPress video, changing its privacy, and checking whether Update becomes available; done means that privacy-only changes enable the post update action.
