Jetpack/Button block allows inserting blocks when changing alignment controls even when templateLock is active

### Steps to Reproduce

1. Create or edit a Post.
2. Add a block that has a jetpack/button block, for example, a Payment Button block.
3. Change the alignment of the block using the controls.
4. You are now able to add blocks even though template locking is active.
