Description

### Steps to reproduce

1. Go to Jetpack > Settings and enable Widget Visibility
2. Go to Apperance > Widgets and access the widget visibility UI for one of your widgets.
3. Add some rules. You'll see that for most of them, when choosing a major condition, a default value will be added. For user, role, and pages however, no default value is provided:
