Description
### Steps to reproduce
1. Go to Jetpack > Settings and enable Widget Visibility
2. Go to Apperance > Widgets and access the widget visibility UI for one of your widgets.
3. Add some rules. You'll see that for most of them, when choosing a major condition, a default value will be added. For user, role, and pages however, no default value is provided:

Research direction
Start from the Widget Visibility UI reached through Jetpack Settings and Appearance > Widgets, then trace how rules for user, role, and pages receive their values. Done means those three conditions show default dropdown values like the other major conditions, verified by repeating the listed reproduction steps.
