Publicize: Add TikTok as a service
### How
TikTok [appears to have an API](https://developers.tiktok.com/doc/web-video-kit-with-web) that allows external services to post on a users behalf. I'm not 100% sure that's the right API, but I do know of some social media managers with the ability to cross-post to TikTok.
